House Bill No. 6670, also known as Special Act No. 23-13, is an act that requires the Connecticut Advisory Commission on Intergovernmental Relations to study and make recommendations regarding the consolidation of metropolitan planning organizations (MPOs) in order to achieve greater consistency and efficiency in transportation planning. The commission, in consultation with the Department of Transportation, must submit the results of the study and its recommendations to the Governor and the joint standing committee of the General Assembly by January 1, 2024. The study must include recommendations for a minimum population to be represented by an MPO, identify MPOs that can be consolidated or reconfigured to represent a larger population, identify potential benefits and barriers to consolidation, and include transition planning for consolidated or reconfigured MPOs.

This bill inserts new legal language that requires the study and recommendations to be submitted to the Governor and the joint standing committee of the General Assembly. It also inserts new legal language that specifies the minimum requirements for the study, including recommendations for population representation, identification of MPOs for consolidation, and transition planning. There are no deletions in this bill.
