House Bill No. 6670, also known as Special Act No. 23-13, is an act concerning the study of the consolidation of metropolitan planning organizations (MPOs) as defined in 23 USC 134. The Connecticut Advisory Commission on Intergovernmental Relations, in consultation with the Department of Transportation, is tasked with conducting this study. The commission is required to make recommendations on how to achieve greater consistency and efficiency in transportation planning through the consolidation of MPOs. The study's findings and recommendations must be submitted to the Governor and the joint standing committee of the General Assembly with jurisdiction over transportation matters by January 1, 2024.

The study must include several specific elements: (1) a recommended minimum population to be represented by an MPO, (2) suggestions for MPOs that could be consolidated or reconfigured to represent larger populations, (3) identification of potential consistencies, efficiencies, and benefits of MPO consolidation for the state and municipalities, (4) identification of barriers and state resources to assist in overcoming these barriers, (5) transition planning for staffing and funding needs of consolidated or reconfigured MPOs, and (7) conclusions drawn from the configuration of MPOs in other states. The bill does not include any text marked for insertion or deletion, indicating that it does not directly amend existing law but rather initiates a study to inform potential future legislative action. The act was approved on June 26, 2023.
