Senate Bill No. 995, designated as File No. 426, is an act concerning removable windshield placards for persons who are blind and persons with disabilities. The bill introduces several amendments to the existing law, effective October 1, 2023. It mandates that removable windshield placards must include the words "Accessibility Parking Permit" and prohibits any placards issued after October 1, 2023, from bearing the words "parking permit for persons with disabilities." However, placards issued before this date will remain valid until their expiration. Additionally, the bill requires the Department of Motor Vehicles (DMV) to check the state's death registry on a monthly basis, instead of periodically, to cancel placards of deceased individuals.

Furthermore, the bill establishes a working group to be convened by August 1, 2023, which will review other states' laws on removable windshield placards, recommend best practices, and create educational materials for medical professionals, law enforcement officers, and the public. The group will include the DMV Commissioner, the Deputy Commissioner of Emergency Services and Public Protection with jurisdiction over the state police, licensed medical professionals, sworn municipal police department members, and others invited by the commissioners. The working group is tasked with submitting a report to the Transportation Committee by January 1, 2024, and will be dissolved on the date of the report submission or January 1, 2024, whichever is later. The bill has no fiscal impact on the state or municipalities.
