The bill, Substitute House Bill No. 6623, mandates that by January 1, 2024, the Department of Emergency Services and Public Protection and Central Connecticut State University must establish a memorandum of understanding (MOU) for the university to develop a forensic science laboratory and training courses for police officers aspiring to become detectives.
