This bill establishes regulations for the operation of automated kiosks for consumer electronics in the state. The kiosks must be installed inside a secure retail space and verify each consumer's identity. They must also remit payment to consumers for each device they recycle or sell, securely store all devices, and capture and store images of consumers and their devices. The kiosks must be capable of reporting transactional data and images to law enforcement agencies. The bill also prohibits the purchase of used personal electronic devices from individuals under the age of 18. The bill specifies that kiosks meeting these requirements will not be considered junk yards, recycling facilities, or junk dealers. The bill also amends the definitions of "junk dealer" and "junk yard" in existing law to exclude automated kiosks for consumer electronics. It also amends the definition of "secondhand dealer" to include automated kiosk operators as an exception.
