Substitute Bill No. 962 is a legislative proposal concerning the use of second-generation anticoagulant rodenticides. The bill amends Section 22a-50 of the general statutes by adding a new subsection (m), which requires the commissioner to classify all second-generation anticoagulant rodenticides as restricted use by January 1, 2024. These rodenticides include products containing active ingredients such as Brodifacoum, bromadiolone, difenacoum, or difethialone. Furthermore, the bill prohibits the sale or distribution of these rodenticides in the state of Connecticut starting October 1, 2023, which includes sales or distributions made via the Internet.

The bill also mandates the Commissioner of Energy and Environmental Protection to adopt regulations to ensure that the use of these rodenticides does not result in significant adverse effects to non-target wildlife, including provisions for their use if necessary to protect threatened or endangered species. By January 1, 2025, the Commissioner must submit a report on the potential implications of existing restrictions and licensing requirements for the use of these rodenticides, including their consistency with federal law and potential effects on public health, agriculture, and raptor health. Violations of the sale or distribution provisions are subject to a civil penalty of up to five thousand dollars per violation. The effective dates for the amendments are from passage for Section 1 and October 1, 2023, for Section 2.
