This bill concerns the state's criminal justice information system. It repeals and replaces Section 54-142s of the general statutes. The bill requires the Criminal Justice Information System Governing Board to design and implement a comprehensive, state-wide information technology system that facilitates the sharing of information between state agencies, departments, boards, commissions, and local police departments and law enforcement officials. The information technology system includes a central tracking and information database, a central electronic document repository, and centralized analytical tools. It also includes a central, integrated criminal justice tracking and information database, an electronic repository of criminal justice records and documents, and centralized analytical tools. The system must be developed with state-of-the-art technology and be accessible by authorized criminal justice officials through the internet. It must also be integrated with other agencies and organizations, indexed and cross-referenced by offender information, fully text searchable, secure, and accessible to the public with appropriate privacy protections. The bill also includes provisions regarding third-party vendors or contractors and reporting requirements.
