Substitute Senate Bill No. 927, Public Act No. 23-36, is an act concerning the state's criminal justice information system, which is set to be effective from October 1, 2023. The bill mandates the Criminal Justice Information System Governing Board to design and implement a comprehensive, state-wide information technology system to facilitate the immediate, seamless, and comprehensive sharing of information among state agencies, departments, boards, commissions, and local law enforcement involved in law enforcement and criminal justice. The system will include a central tracking and information database, a central electronic document repository, centralized analytical tools, and other components determined necessary by the board. The system will be developed with state-of-the-art technology and will be accessible by authorized criminal justice officials through the Internet, fully integrated with various law enforcement agencies, indexed and cross-referenced, text searchable, secure, publicly accessible with privacy protections, and monitored by the Criminal Justice Information Systems Governing Board with the assistance of the Department of Administrative Services.
The bill also includes insertions and deletions to the existing law. It removes the specific deadline of July 1, 2008, for issuing a request for proposals and hiring a consultant for the system's design and implementation. Instead, it adds new language requiring third-party vendors or contractors who need access to the state's criminal justice information technology system to obtain written approval from the Governing Board. Contracts with third-party vendors must include specifications to ensure compatibility with the state's system. Additionally, the bill changes the reporting requirements, now requiring the Governing Board to report annually on January first to the joint standing committees of the General Assembly having cognizance of matters relating to the judiciary and appropriations. The report will update on the status of the system's design and implementation and present any additional resources needed.
