Substitute Senate Bill No. 921, known as Public Act No. 23-8, is a legislative act that mandates the Board of Regents for Higher Education to provide annual reports on the outcomes of the consolidation of regional community-technical colleges into a single state community-technical college. This reporting requirement is effective from July 1, 2023, and continues annually until July 1, 2030. The reports, which are to be submitted to the General Assembly's joint standing committee on higher education and employment advancement, must include a comparison of various performance metrics from July 1, 2023, to the date of the report. These metrics include the percentage of new students meeting certain academic milestones, student-to-counselor/advisor and faculty ratios, and the number of executive positions and personnel by location or functional area within the colleges or campuses.

The performance metrics to be reported include the completion rates of introductory math and English courses, reenrollment or graduation rates, and transfer rates to four-year institutions within three years of enrollment. Additionally, the report must detail the ratios of students to counselors or advisors, full-time faculty, and part-time or adjunct faculty. It must also enumerate the number of executive positions at each regional community-technical college or, upon accreditation, each campus of the state community-technical college. The report should include the number of personnel by location or functional area, such as faculty, direct student support staff, building operations, clerical or administrative staff, and executive positions. The term "executive position" is defined to include titles such as president, director, chief executive officer, administrative heads of offices or departments, their deputies, executive or personal secretaries, and other equivalent positions.
