House Bill No. 6565, now Public Act No. 23-118, is a legislative act concerning the plan of the Board of Regents for Higher Education to increase the number of child care centers on or near the campuses of regional community-technical colleges and the Connecticut State University System. The bill defines "child care center" as a facility licensed by the Office of Early Childhood and mandates the Board of Regents, in consultation with the Office of Early Childhood, to develop a plan with the goals of providing quality child care services for campus staff, students, and the surrounding community, addressing the needs of nontraditional students, and fostering community relationships.

The plan must include the development, expansion, and maintenance of child care centers that are used for instructional purposes by early childhood education programs or provide evening and weekend services in line with college or university schedules. The bill includes insertions that specify the plan should assess the child care needs of the student body, existing services and facilities, explore collaboration opportunities with state agencies, federal programs, and organizations, and provide a budget and implementation timeline. The bill also updates the deadline for submitting the plan to the relevant General Assembly committees to January 1, 2024, and includes an estimated budget and timeline for the development of additional child care centers. The act was approved on June 27, 2023.
