House Bill No. 6489, now Public Act No. 23-63, is an act concerning the composition of the Teachers' Retirement Board, which manages the Teachers' Retirement System. The bill amends subsection (a) of section 10-183l of the general statutes, effective from passage. The amendment includes the insertion of new language that changes the election process and representation of retired teachers on the board.

The new language stipulates that, starting on or before October 1, 2023, and every four years thereafter, retired members of the system will elect two retired teachers to serve as members of the Teachers' Retirement Board for four-year terms beginning October first following the election. These retired teacher representatives must be receiving a pension benefit from the system and will be nominated and elected solely by retired members of the system. The bill also outlines procedures for filling vacancies for both retired and non-retired member positions on the board. Members of the board serve without compensation but are reimbursed for any expenses or loss of salary incurred through their service.
