Substitute House Bill No. 6354, known as Public Act No. 23-61, establishes a Green Jobs Corps Program and introduces changes to the existing law, effective July 1, 2023. The bill defines terms such as "green jobs," "green technology," and "career ladder." It mandates that the Connecticut Clean Economy Council, replacing the Office of Workforce Strategy, in consultation with various state departments and workforce development boards, identify a career ladder for jobs in the green technology industry. This includes detailing careers at each level of the industry, the education required, salaries offered, and listing all relevant educational programs and available jobs in the state. The Council is required to update this career ladder as needed.

Additionally, the bill requires the Connecticut Clean Economy Council to develop a plan by January 1, 2024, for green jobs workforce training to meet the state's greenhouse gas emissions goals. This plan should include the development of work-based learning programs for green jobs with workforce shortages, certificate and degree programs related to the green technology industry, identification of funding sources for these programs, and a strategy to market and recruit individuals, especially from underrepresented populations. The Council must submit this plan, and any annual updates, to the joint standing committee of the General Assembly related to higher education and employment advancement by February 1, 2024, and annually thereafter.
