General Assembly Committee Bill No. 5737, introduced in the January Session of 2023, proposes an amendment to Section 5-259c of the general statutes, effective July 1, 2023. The bill allows part-time professional employees of the state system of public higher education to elect to participate in the group hospitalization and medical and surgical insurance plan established under subsection (a) of section 5-259. Those who choose to participate must pay the premium for the coverage they select.
Additionally, the bill stipulates that retired part-time professional employees of the state system of public higher education will be included in the insurance plan if they meet certain criteria: they must be eligible for benefits under a state-sponsored retirement system, agree to pay retirement health contributions as determined by a formula adopted by the Comptroller, and have taught at least 220 credit hours in aggregate at any public institution of higher education within the state system. The Comptroller, in consultation with the Board of Regents for Higher Education, is tasked with establishing the formula for these retirement health contributions. The bill specifies that these changes will amend Section 5-259c and will take effect on July 1, 2023.
