AN ACT ESTABLISHING A MUNICIPAL GRANT FOR ROAD SIGNS
ERECTED TO PROMOTE ROAD SAFETY.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
1 Section 1. (NEW) (Effective from passage) (a) The Commissioner of
2 Transportation shall provide grants-in-aid to reimburse a municipality
3 ninety per cent of the costs associated with the purchase of a road sign
4 that promotes road safety in such municipality. An application for such
5 grant-in-aid shall be made in the manner and form prescribed by the
6 commissioner and demonstrate how the road sign erected by the
7 municipality promotes road safety in such municipality. Such
8 application may include a written statement from a law enforcement
9 unit, as defined in section 7-294a of the general statutes, that supports
10 the reasons for erecting such road sign.
11 (b) Any funds received by a municipality pursuant to this section
12 shall be expended for the cost of such road sign and shall not be
13 expended for the cost of labor associated with erecting such road sign.
14 Sec. 2. Section 13b-68 of the general statutes is repealed and the
15 following is substituted in lieu thereof (Effective from passage):

16 (a) There is established a fund to be known as the "Special
17 Transportation Fund". The fund may contain any moneys required or
18 permitted by law to be deposited in the fund and any moneys recovered
19 by the state for overpayments, improper payments or duplicate
20 payments made by the state relating to any transportation infrastructure
21 improvements which have been financed by special tax obligation
22 bonds issued pursuant to sections 13b-74 to 13b-77, inclusive, and shall
23 be held by the Treasurer separate and apart from all other moneys,
24 funds and accounts. Investment earnings credited to the assets of said
25 fund shall become part of the assets of said fund. Any balance remaining
26 in said fund at the end of any fiscal year shall be carried forward in said
27 fund for the fiscal year next succeeding.
28 (b) The Special Transportation Fund shall be a perpetual fund, the
29 resources of which shall be expended solely for transportation purposes.
30 Such purposes include the payment of debt service on obligations of the
31 state incurred for transportation purposes. All sources of moneys, funds
32 and receipts of the state required to be credited, deposited or transferred
33 to said fund by state law on or after June 30, 2015, shall continue to be
34 credited, deposited or transferred to said fund, so long as the sources of
35 such moneys, funds and receipts are collected or received by the state or
36 any officer thereof. No law shall be enacted authorizing the resources of
37 said fund to be expended other than for transportation purposes.
38 (c) There is established a fund to be known as the "Transportation
39 Grants and Restricted Accounts Fund". Upon certification by the
40 Comptroller and the Secretary of the Office of Policy and Management
41 that the CORE-CT project for fiscal services is operational, the fund shall
42 contain all transportation moneys that are restricted, not available for
43 general use and previously accounted for in the Special Transportation
44 Fund as "Federal and Other Grants". The Comptroller is authorized to
45 make such transfers as are necessary to provide that, notwithstanding
46 any provision of the general statutes, all transportation moneys that are
47 restricted and not available for general use are in the Transportation
48 Grants and Restricted Accounts Fund.

49 (d) There is established an account to be known as the "municipal
50 road signs account" which shall be a separate, nonlapsing account
51 within the Special Transportation Fund. The account shall contain any
52 moneys required by law to be deposited in the account. Moneys in the
53 account shall be expended by the Commissioner of Transportation, for
54 the purpose of providing grants-in-aid in accordance with section 1 of
55 this act.
56 Sec. 3. (Effective from passage) The sum of five hundred thousand
57 dollars is appropriated to the Department of Transportation for deposit
58 into the municipal road signs account from the Special Transportation
59 Fund, for the fiscal year ending June 30, 2023, for the purpose of
60 providing grants-in-aid in accordance with section 1 of this act.
This act shall take effect as follows and shall amend the following
sections:

road signs erected to promote road safety.
