REASONS FOR BILL:
The bill adds clarifying definitions to existing legislation. The bill defines financing, zero-
emissions vehicle, and resilience in order to prevent confusion regarding what projects can
be included in the clean energy program. Additionally, the bill clarifies that the installation of
refueling infrastructure for zero-emission vehicles and resilience improvements are included
as potential targets for funding to promote the development of the state's energy
infrastructure. Finally, the bill requires the bank to consult state agencies in order to
determine eligibility criteria that fit within state and community resiliency goals. This is done to
prevent conflict between agencies and new developments.
RESPONSE FROM ADMINISTRATION/AGENCY:
Dykes, Katie - Commissioner - DEEP
Supports the bill, stating that it gives businesses an option to increase their grid
resiliency against climate change. Also approves of how the bill will facilitate the
development of electric vehicle infrastructure.
NATURE AND SOURCES OF SUPPORT:
Carroccia, Donna - Advocacy Manager - CT Conference of Municipalities:
Supports the bill but believes a change should be made to ensure the Green Bank
provides C-PACE participating municipalities with financial compensation in order to
offset the cost municipalities shoulder in supporting the Green Bank.
Connecticut Green Bank:
Supports the bill, stating that it will make the state more appealing for private
investors. Points out that the C-PACE program has already been successful, and that
this legislature would further that.
Harrigan, Craig - President - 64Solar:
Offers general support for the bill.
Rothenberger, Charles - Climate & Energy Attorney - Save the Sound:
Supports the bill, citing the expansion of projects that would be eligible for C-PACE
financing. States that the bill would play an important role in addressing Connecticuts
changing transportation landscape.
Trahan, Mike - Executive Director - CT Solar:
Takes no issue with the bill, but states that the Green Bank has benefitting from the
power vested in it, by the state, and is creating an unfair playing field in commercial
solar sales.
NATURE AND SOURCES OF OPPOSITION:
Schneider, Timothy - CEO - Earthlight Technologies:
Opposes the bill, stating that the Connecticut Green Bank currently promotes
competition with the private sector in clean energy projects. States that this change of
position for the Connecticut Green Bank is inappropriate and unwarranted. Believes
the Green Bank should focus exclusively on facilitating renewable energy financing.
