REASONS FOR BILL:
The bill changes language in the general statutes to clarify that by Jan 1, 2040 all electricity
supplied to electrical customers in the state will be generated in a way that does not produce
carbon emissions. Connecticut established its clean energy goals in 2013. This bill aims to
help meet those goals by giving clear direction to DEEP, PURA, electric distribution
companies, and municipal entities.
RESPONSE FROM ADMINISTRATION/AGENCY:
Dykes, Katie - Commissioner - DEEP:
Supports the bill, stating the urgent need to slow climate change. Additionally, points
out that this bill will further the development of the clean energy sector, which
contributed $6.6 billion and 41,000 jobs to the state's economy in 2020.
Juthani, Manisha - Commissioner - Connecticut Department of Health:
Supports the bill, stating that it will play an important role in both mitigating climate
change and improving public health.
NATURE AND SOURCES OF SUPPORT:
Brown, Lori - Executive Director - Connecticut League of Conservation Voters:
States support for the bill. Believes that Connecticut must urgently act in order to curb
climate change and codifying the 100% supply requirement is an important first step
towards achieving this goal.
Canovi, Ruth - Director of Advocacy - American Lung Association
Expresses support for the bill. States that the bill will assist in reducing ozone pollution,
which is a benefactor in several health issues. As such the passage of this bill will
benefit public health.
Colemain, Claire - Interim Consumer Counsel - Office of Consumer Counsel
Offers support for the bill, believing that clean energy will be a benefit to Connecticut
consumers. Additionally, supports that the bill will assist in decarbonizing
Connecticuts economy.

Supports the bill, both in that it aims to reduce greenhouse gasses and develop the
green economy of the state.

Supports the bill, stating that codification of climate goals which are feasible and
necessary must survive to future administrations. Additionally, supports the role the bill
will play in reducing pollution.

Supports the bill, stating that a mandated target is an important step in developing
Connecticuts clean energy grid. Also believes there should be a moratorium on fossil
fuel-based electricity generation to further support the bill.

Supports the bill, but requests that it be amended to include municipal utilities to
ensure the state is meeting its goal of zero-carbon emissions in electrical generation.
Rothenberger, Charles - Climate & Energy Attorney - Save the Sound:

Supports the bill, stating that codification of the state's goals is an important step in
reducing reliance on fossil fuels. Points out that Connecticut is currently behind
schedule in meeting its climate goals, suggesting that more aggressive action must be
taken should the state expect to be successful.
Stoner, Kimberly - Scientist - Connecticut Climate Crisis Mobilization:
Supports the bill, stating that failure to pass this bill would display that Connecticut is
not serious about meeting its climate goals.
Swan, Tom - Executive Director - CCAG:
Supports the bill, but states that Connecticut must take additional steps should it hope
to make the move away from fossil fuels.
Thumma, Eric - Vice President - Avangrid Renewables:
Supports the bill, and states that the companies offshore wind farms could play an
important role in assisting in the move away from fossil fuels. Speaks of a shared
vision of sustainable energy in the future between Avangrid Renewables and the State.
