The City Council of Chicago has introduced an ordinance to amend Chapter 2-68 of the Municipal Code of Chicago by adding a new Article II, which focuses on Artificial Intelligence (AI) Programs. The ordinance defines "Artificial Intelligence" or "AI" as a machine-based system that can make predictions, recommendations, or decisions for human-defined objectives. It also defines the "CIO" as the City's Chief Information Officer and the "Department" as the Department of Technology and Innovation. The ordinance mandates the CIO to establish guidelines and procedures for the implementation of AI solutions within 120 days of the ordinance's effective date. These AI solutions aim to enhance city operations and improve service delivery in areas such as traffic management, predictive infrastructure maintenance, public safety and emergency response, waste management, urban planning and development, and general public services.
The ordinance also outlines the responsibilities of the CIO, including conducting thorough assessments of potential AI solutions with considerations for data privacy, equity, transparency, and public trust. The CIO is authorized to establish a pilot program to test AI tools' effectiveness and potential benefits. Additionally, the CIO is expected to collaborate with other municipalities, research institutions, and industry partners for knowledge sharing and to engage with residents and community organizations for feedback on AI implementation. The CIO must provide regular updates to the City Council and the public on AI initiatives and submit semi-annual reports detailing progress and outcomes of AI programs. These reports are to be made publicly available on the Department's website. The ordinance will take effect upon passage and publication and is introduced by Alderperson Villegas with co-sponsorship from other alderpersons across various wards.
