The Intergovernmental Vacation and Dedication Ordinance pertains to the assembly and use of properties owned by the Chicago Transit Authority (CTA) for the construction of a new CTA Training Center and Operations facility. The ordinance includes the vacation (closure) of certain public streets and alleys and the dedication (opening) of a new parcel for public use. Specifically, the ordinance vacates a 0.606-acre portion of N. Harding Avenue and a 0.212-acre portion of a public alley, as well as dedicates a 0.046-acre parcel for public use, all located in Cook County, Illinois. The legal descriptions of the vacated and dedicated parcels are detailed in the ordinance and attached as EXHIBIT A and EXHIBIT B, respectively.

The ordinance sets forth conditions for the CTA, including compliance with the Department of Water Management's requirements for constructing water facilities and associated structures, as outlined in EXHIBIT C. The CTA is also required to deposit a security with the City Treasury to cover the costs of constructing the newly dedicated alley and adjusting public infrastructure, with the terms detailed in the Duty to Build Agreement (EXHIBIT D). The ordinance mandates that within 180 days of its passage, the CTA must file a certified copy of the ordinance and associated plats with the Office of the Clerk of Cook County for recordation. The ordinance is introduced by Alderman Emma Mitts of the 37th Ward and approved by Thomas Carney, Commissioner of the Department of Transportation.
