Flood, who passed away on September 19th, 2023, was a dedicated community leader and businesswoman who played a pivotal role in the development and prosperity of Roscoe Village. She was involved in various community-building activities, including the establishment of the Roscoe Village Neighbors Association, organizing numerous local events, and being a mentor to new business owners. Her efforts over the last 40 years have left a lasting impact on the community.

In recognition of her work and dedication, the Chicago City Council, led by Alderman Scott Waguespack, has passed an ordinance to honor Colleen J. Flood by designating a section of North Damen Avenue, between West Henderson Street and West Roscoe Street, as "Honorary Colleen J. Flood Way." The ordinance is enacted under Section 2-8-040 of the Municipal Code of Chicago, which allows for honorary street name designations. The ordinance will take effect upon its passage and publication, and the associated costs for the installation of the honorary street designation will be funded from the 32nd Ward's annual menu program budget.
