The ordinance commemorates the late Colleen J. Flood, a significant figure in the Roscoe Village community of Chicago, who passed away on September 19, 2023. It highlights her contributions to the neighborhood, including her role as a businesswoman, co-owner of "The Four Treys Tavern," and her involvement in founding the Roscoe Village Neighbors Association. Colleen's efforts in organizing community events and mentoring new business owners have left a lasting impact on the area, and her legacy is celebrated by the community she helped to uplift.

To honor her memory, the ordinance proposes the designation of a section of North Damen Avenue, between West Henderson Street and West Roscoe Street, as “Honorary Colleen J. Flood Way.” The Commissioner of the Chicago Department of Transportation is tasked with implementing this honorary street name designation. Additionally, Alderman Scott Waguespack has authorized the withdrawal of funds from his ward’s budget to cover the installation costs associated with this designation. The ordinance will take effect upon its passage and publication.
