Relative to Heat Pump Week in California.

WHEREAS, On September 10, 2018, Governor Edmund G. Brown Jr. issued Executive Order No. B-55-18, calling for California to achieve carbon neutrality by 2045; and
WHEREAS, Buildings are associated with approximately one-quarter of California’s emissions portfolio; and
WHEREAS, In 2020, the Massachusetts Institute of Technology published a study demonstrating that buildings are the primary source of health impacts from outdoor air pollution in the United States; and
WHEREAS, Electrification of buildings and transportation has been identified as the lowest cost and least risk pathway towards achieving California’s climate goals; and
WHEREAS, Electric heat pump HVAC systems are two-in-one appliances that can replace both a furnace and an air conditioner; and
WHEREAS, Heat pump HVAC systems are three times more energy efficient than furnaces, and heat pump water heaters are two to three times more efficient than gas water heaters; and
WHEREAS, On July 22, 2022, Governor Gavin Newsom issued a letter to the State Air Resources Board establishing it as a goal of the state to achieve 3,000,000 climate-ready and climate-friendly homes by 2030 and 7,000,000 homes by 2035, to be supplemented by installing 6,000,000 heat pumps by 2030; and
WHEREAS, Research indicates that to be on track to meet the state goal of achieving carbon neutrality by 2045, 20 percent of existing buildings in the state will need to transition to zero emissions by 2030; and
WHEREAS, In April 2025, 1,900,000 Californians had overdue electricity bills, and Californians urgently need relief from high utility bills; and
WHEREAS, Research indicates that single-family homes in California heating with gas could save an average of $370 annually by switching to a heat pump for space and water heating; and
WHEREAS, Electric heat pump HVAC and water heater systems have several cobenefits, including improved air quality and public health outcomes; and
WHEREAS, The state has taken action to increase the market share of and expand consumer awareness of electric heat pumps in California with the aim of making them more affordable for more customers, including the creation of the public-private partnership, known as the California Heat Pump Partnership; and
WHEREAS, Californians are encouraged to install zero-emission heat pump systems for space heating and cooling and water heating in their homes and businesses; now, therefore, be it
Resolved by the Senate of the State of California, That the Senate proclaims and acknowledges the week of April 11, 2026, to 17, 2026, inclusive, as Heat Pump Week in the state; and be it further
Resolved, That the Secretary of the Senate transmit copies of this resolution to the author for appropriate distribution.
