Existing law vests the Public Utilities Commission with regulatory jurisdiction over public utilities. Existing law requires the commission, in establishing rates for a public utility operating any portion of its line, plant, or system within a federally designated nonattainment area, to determine which expenses related to compliance with state and local air pollution control requirements for using clean-burning fuels in that area are reasonable and necessary and to approve those expenses.
This bill would make a nonsubstantive change to that requirement.
