Existing law authorizes a governing body to declare a shelter crisis, as specified, and to take such action as is necessary to carry out the provisions relating to shelter crises, upon a finding by that governing body that a significant number of persons within the jurisdiction of the governing body are without the ability to obtain shelter, and that the situation has resulted in a threat to the health and safety of those persons. Existing law authorizes a political subdivision, upon a declaration described above, to allow persons unable to obtain housing to occupy designated public facilities during the duration of the state of emergency. Existing law defines terms for these purposes.
This bill would state the intent of the Legislature to enact the Emergency and Interim Shelter Capacity Act.
