                        HR 71 (Nguyen) – As Introduced August 29, 2025
SUBJECT: National Fried Rice Day.
SUMMARY: Recognizes September 20, 2025, as National Fried Rice Day; and, encourages
Californians to join in celebrating the dish’s cultural and culinary significance. Specifically, this
resolution makes the following legislative findings:
1) Fried rice is a beloved dish with deep cultural roots across Asia and has become a staple
   enjoyed by families and communities throughout California.
2) California is the second-largest rice-producing state in the United States, with most rice
   grown in the Sacramento Valley, making rice not only a cultural food, but also an essential
   part of the state’s agricultural economy.
3) Fried rice reflects California’s diversity, with countless variations celebrated in homes,
   restaurants, and cultural festivals across the state.
4) National Fried Rice Day, observed annually on September 20, provides an opportunity to
   celebrate California’s vibrant culinary traditions and honor the contributions of Asian
   American communities to the state’s culture and economy.
5) Recognizing National Fried Rice Day highlights how food brings people together,
   strengthens community bonds, and reflects California’s values of diversity and inclusion.
FISCAL EFFECT: This resolution is keyed non-fiscal by Legislative Counsel.
