CALIFORNIA LEGISLATURE— 2025–2026 REGULAR SESSION

Senate Resolution
No. 62

Introduced by Senator Valladares
(Coauthor: Senator Niello)

August 19, 2025

Relative to Pancreatic Cancer Awareness Month.

LEGISLATIVE COUNSEL'S DIGEST

SR 62, as introduced, Valladares.

WHEREAS, In 2025, an estimated 67,440 people will be diagnosed with pancreatic cancer, and 51,980 people will die from the disease in the United States; and
WHEREAS, Pancreatic cancer is one of the deadliest cancers. It is the third leading cause of cancer death in the United States and has a five-year relative survival rate of only 13 percent; and
WHEREAS, Symptoms of pancreatic cancer usually first present themselves in its later stages. If detected at an early stage when surgical removal of a tumor is possible, the five-year survival rate has potentially reached 50 percent, but less than 20 percent of people are diagnosed at this stage. For 52 percent of pancreatic cancer patients where the cancer spreads to a distant part of the body, the five-year survival rate is 3 percent; and
WHEREAS, The federal government invests significantly less money in pancreatic cancer research than it does in research of any other leading deadly cancer. In 2022, the National Cancer Institute (NCI) had a budget of nearly $7,000,000,000. In 2022, only $226,800,000 went towards pancreatic cancer research, which is only 3.3 percent. In 2025, Congress provided $7,220,000,000 for the NCI; and
WHEREAS, The Pancreatic Cancer Action Network (PanCAN) is a national organization that serves the pancreatic cancer community from its California headquarters. The organization is investing $126,000,000 in pancreatic cancer research, including research grants program and clinical initiatives. PanCAN received $15,000,000 in funding from Congress in the 2025 fiscal package; and
WHEREAS, The good health and well-being of the residents of California are enhanced as a direct result of increased awareness about pancreatic cancer and research into early detection, causes, and effective treatments; now, therefore, be it
Resolved by the Senate of the State of California, That the Senate hereby recognizes that, in light of the fact that NCI funding is falling dangerously behind, pancreatic cancer statistics call for aggressive measures now to develop early detection and treatment tools before the incidence dramatically increases; and be it further
Resolved, That the Senate hereby proclaims November 2025 as Pancreatic Cancer Awareness Month in California and urges all Californians to wage hope to end pancreatic cancer; and be it further
Resolved, That the Secretary of the Senate transmit copies of this resolution to the author for appropriate distribution.
