Existing law requires the governing board of each school district and county board of education to adopt a local control and accountability plan (LCAP) and to update its LCAP before July 1 of each year. Existing law requires an LCAP to include, among other things, a description of the annual goals to be achieved for each state priority, as specified, for all pupils and certain subgroups of pupils.
This bill would add, as an additional state priority for purposes of the local control and accountability plan, the implementation of supportive policies and initiatives to address LGBTQ+ pupil education and well-being, as provided. By imposing additional duties upon school districts and county boards of education, this bill would impose a state-mandated local program.
The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
