SUBJECT: Standing Rules of the Senate for the 2023–24 Regular Session

DIGEST: This resolution revises Senate Rule 12 relative to standing committees
of the Senate by splitting the Committee on Governance and Finance into two
separate committees, and amends subdivision (a) of Rule 28.9.
ANALYSIS:
This resolution:
1) Revises Senate Rule 12 by splitting the Committee on Governance and Finance
into two separate standing committees:
 Committee on Local Government: to hear bills related to local governmental
procedure and organization, and land use. Also bills that have been
considered by other committees having jurisdiction of the appropriate
subject, for consideration of any questions relating to local government
administration.
 Committee on Revenue and Taxation: to hear bills related to state and local
revenues and taxation, except bills described in subdivision (a) of Rule 28.9.
2) Makes nonsubstantive changes to Senate Rule 12.
3) Amends subdivision (a) of Rule 28.9 by replacing Committee on Governance
and Finance with Committee on Revenue and Taxation.

Background
Senate Rule 12 provides for the numerical membership and subject matters of each
of the Senate standing committees. Currently, the rule provides for the Committee
on Governance and Finance to hear bills related to local government procedure,
administration, and organization; land use; and state and local revenues, bonds, and
taxation.
Senate Rule 28.9 (a) indicates that a bill that imposes a state-mandated local
program on local agencies or school districts shall be rereferred to the Committee
on Appropriations. Currently, the bill may not be rereferred to the Committee on
Governance and Finance.
Related/Prior Legislation
SR 94 (Atkins, 2018), adopted by the Senate, split the Committee on Insurance,
Banking and Financial Institutions into two separate committees.
