SUBJECT: Standing Rules of the Senate for the 2023-24 First Extraordinary
Session

DIGEST: This resolution amends Senate Rule 12 to provide for standing
committees for the 2023-24 First Extraordinary Session.
ANALYSIS: Senate Rule 12 provides for the standing committees of the Senate
and sets out the subject matter to be referred to each.
This resolution establishes the following standing committees for the 2023-24 First
Extraordinary Session:
 Appropriations. Bills that are subject to Joint Rule 10.5 and are not referred to
the Committee on Budget and Fiscal Review. Bills that constitute a state-
mandated local program.
 Energy, Utilities and Communications. Bills relating to public utilities and
carriers, energy companies, alternative energy development and conservation,
and communications development and technology.
 Rules. Proposed amendments to the rules and other matters relating to the
business of the Legislature.
These committees and subject matter are identical to those established in the
Senate Rules for the 2023-24 Regular Session.
