SUMMARY
Adopts the Standing Rules of the Assembly for the 2023-24 Regular Session.
Major Provisions
The following changes were made from the previous session's house rules:
1) Changes the name of the Arts, Entertainment, Sports, Tourism, and Internet Media
Committee to the Arts, Entertainment, Sports, and Tourism Committee.
2) Removes the requirement that the Rules Committee produce a compilation of photographs of
accredited press representatives, consistent with the accredited press rules in Joint Rule 32.
3) Updates the name of the required course on harassment, discrimination, and retaliation
prevention and specifies that the Legislature's Policy on Appropriate Workplace Conduct:
Creating a Culture of Respect, Civility, and Diversity is the policy included in the course.
4) Clarifies the signature requirement for bill introductions, allowing an author's signature on
the bill jacket or on the letter provided to the Chief Clerk at the time of introduction.
5) Clarifies when the file notice requirements for committees may be suspended with the
approval of the Speaker and Republican Leader.
6) Provides that a suspense file shall only be maintained by the Appropriations Committee and
the Revenue and Taxation Committee.
7) Removes the requirement that constitutional amendments must also be referred to the
committee having jurisdiction of constitutional amendments.
8) Provides that committee reports and amendments shall be submitted in the form and manner
established by the Chief Clerk.
9) Reduces the number of copies of proposed Floor amendments that must be delivered to the
Chief Clerk to three copies.
10) Makes a number of technical and nonsubstantive changes.
COMMENTS
Historically, the Legislature introduces resolutions to organize the House at the beginning of
each legislative session. The rule changes in HR 2 will allow the Assembly to operate smoothly
and efficiently.
EXISTING LAW requires the Legislature to convene and organize at Noon on the first Monday in
December of each even-numbered year.
