This bill proposes several updates to current statutes, primarily focusing on the transition program for eligible inmates and the establishment of a civil rights division. The transition program will now provide services for not more than ninety days, as opposed to the previous unspecified duration. Additionally, the deadline for submitting annual reports has been changed from July 31 to November 30, and the reports will now include new metrics regarding cost reductions and participants who did not receive early release. The article heading for title 41, chapter 9, article 1 will be updated to reflect this change. The annual transfer from the corrections fund to the department of corrections building renewal fund will increase from $2,500,000 to $12,500,000. Lastly, the effective date for certain sections has been extended to 2028, and the provisions of section 41-710.03 will apply retroactively from December 31, 2025.
