This bill proposes several updates to current statutes regarding the transition program for eligible inmates and the establishment of a civil rights division. It modifies the duration of transition services from "up to ninety days" to "not more than ninety days" and changes the annual report submission deadline from July 31 to November 30, while also requiring the report to be sent to the director of the joint legislative budget committee. Additionally, it introduces new reporting requirements, including the cost reductions directed to the transition program and the number of participants who did not receive early release. The bill also increases the annual transfer from the corrections fund to the department of corrections building renewal fund from $2,500,000 to $12,500,000.
Furthermore, the bill repeals certain sections of the Arizona Revised Statutes, including section 41-1401 and section 41-3026.11, while establishing a civil rights division within the department of law. It also changes the article heading of title 41, chapter 9, article 1, from "CIVIL RIGHTS DIVISION AND CIVIL RIGHTS ADVISORY BOARD" to "CIVIL RIGHTS DIVISION." The effective date for certain amendments is extended to June 30, 2028, and the provisions of section 41-710.03 are made retroactive to December 31, 2025.
