The proposed bill aims to update current statutes concerning K-12 education funding and property management for the Arizona State Schools for the Deaf and the Blind (ASDB). It would
increase the base level for FY 2027 from $5,113.26 to $5,215.53 and
raise the charter additional assistance amount per student for preschool and grades 1-8 from $2,131.90 to $2,174.54, and for grades 9-12 from $2,484.69 to $2,534.38. Additionally, the bill would
adjust the transportation support level formula per-route-mile amount for FY 2027 and
establish new requirements for the sale of ASDB properties, including independent appraisals and public bidding.
Moreover, the bill would
create a Property Proceeds Fund for the proceeds from the sale or lease of ASDB properties, which would be subject to legislative appropriation and exempt from lapsing. It would also
authorize the Arizona Department of Education to utilize Failing Schools Tutoring Fund monies for various school improvements and
require the ASDB to prepare an expenditure plan for any appropriated funds from the Property Fund. These updates are designed to enhance funding mechanisms and improve property management processes within Arizona's K-12 education system.
