It introduces the term "facilitates," which encompasses actions that knowingly provide means or opportunities for trafficking activities. This change subjects individuals who facilitate trafficking, as well as those who benefit from such activities, to civil liability for damages incurred by the trafficked person. The existing language that only addresses those who engage in trafficking is thus amended to include facilitators, thereby broadening the scope of accountability for trafficking-related offenses.
