The proposed bill would update the current statutes governing career technical education districts (CTEDs) by specifying that the management and control of a CTED, including funding for the average daily membership (ADM), is vested in the CTE board. It would authorize the CTE board to monitor and audit the use of funds by participating school districts and charter schools, ensuring that these funds supplement existing educational funding. Additionally, school districts and charter schools would be required to submit financial records to the CTE board as needed for oversight.
The bill would also remove the previous requirement for proportional calculation of service costs and instead mandate that if ADM generated by a CTE program is insufficient to cover costs, all parties must share the delivery costs proportionally. It would allocate at least 0.25 of the ADM for students attending satellite campus CTE courses to the CTED unless specified otherwise in an intergovernmental agreement (IGA). Furthermore, it would modify the apportionment of ADM for satellite campus courses, stipulating that a maximum of 1.0 must be attributed to the school district or charter school and a maximum of 0.25 to the CTED, unless otherwise agreed upon in an IGA.
