This bill proposes to establish a school safety and threat identification pilot program within the Department of Education, specifically targeting a school district with 80 to 85 schools that serve students from kindergarten through grade twelve. The program will involve the installation of a biometric identification system in each school building, which will include camera sensors designed to detect individuals who are registered sex offenders or have a criminal history, as well as to identify missing or endangered minors. The system will issue alerts within sixty seconds, subject to certain conditions, and must comply with state and federal privacy laws. Additionally, the system will not record or store video or audio footage, transmit or store biometric data, or allow live monitoring of camera footage.

Furthermore, the bill mandates that the Department of Education report on the implementation of this pilot program by a specified date and includes a provision for the program to be repealed after December 31, 2027. To support this initiative, the bill appropriates $2,000,000 from the state general fund for the fiscal year 2026-2027 to fund the program.
