They are prohibited from sharing or refunding any scholarship account monies to parents or students. Before parents pay tuition or fees, schools must notify them in writing about the specific special education services and therapies that will be provided. Schools are also required to deliver all accommodations and services outlined in a student's individualized education program or section 504 plan unless a written waiver is obtained. If a school fails to meet these obligations, the student may transfer and receive a refund for any tuition paid for services not rendered.
