Additionally, the bill authorizes the Legislative Council to oversee the placement of the freedom of speech monument in the Governmental Mall, while ensuring that public funds cannot be used for its costs. All fundraising and contracts related to the monument's design and construction will be the responsibility of the proponents. The provisions of this act will be repealed after September 30, 2029, and it will become effective on the general effective date.
