The proposed bill would amend current statutes regarding Temporary Assistance for Needy Families (TANF) Cash Assistance by expanding the definition of a "child only case." Under the new law, a "child only case" would include situations where an eligible dependent child is either in the legal custody of the Department of Child Safety (DCS) or a tribal court and placed with an unrelated adult or nonparent relative who is not receiving cash assistance or a licensed foster care payment. Additionally, it would also cover cases where the child is placed under a court order with a nonparent relative who is not receiving cash assistance.

Furthermore, the bill would remove certain specifications regarding income calculations for households with a nonparent relative head of household requesting cash assistance solely for dependent children. It would clarify that only the income of the dependent child is considered for eligibility in child only cases, and the benefit amount would be determined based on available funds as assessed by the Department of Economic Security (DES). The bill also includes technical and conforming changes to ensure consistency with the new provisions.
