The proposed bill would update current Arizona transportation statutes by introducing new provisions and modifying existing ones. It would add
blood transport vehicles to the list of vehicles allowed in high occupancy vehicle (HOV) lanes, requiring them to display a
removable sign or decal. The bill would also
remove the requirement for a vision test report to update a license and
allow ADOT to require other identifying information as necessary, while extending the photo update frequency for licenses from every 12 years to
every 16 years. Additionally, it would
designate state highways as primitive roads and require warning signs for these roads, as well as
remove the requirement for newspaper publication regarding junk vehicle disposition, shifting to online notices instead.
Further changes include the introduction of definitions related to blood transport vehicles and evidence-based psychotherapy, along with
repealing honorary consular official special plates in favor of standard plates. The bill would also adjust penalties for HOV lane violations, reducing the civil penalty from $200 to $100, with a portion directed to the state general fund. Overall, these updates aim to modernize transportation regulations, enhance public safety, and improve the efficiency of the Department of Transportation's operations.
