This bill proposes the establishment of the Solid and Hazardous Waste Citizen Suit Study Committee, which will consist of various members appointed by legislative leaders and representatives from environmental and industrial interests. The committee will include two members from the House of Representatives and two from the Senate, along with representatives from environmental NGOs, citizens' rights NGOs, industrial interests, and solid or hazardous waste facilities. The committee members will not receive compensation but will be reimbursed for expenses as per existing statutes.

The committee's primary function will be to assess the necessity of a citizen suit provision within the state's solid waste and hazardous waste statutes. It is required to meet and gather information, ultimately submitting a report of its findings by December 31, 2026, to key state officials. Additionally, the section establishing the committee will be repealed after June 30, 2027, indicating that its existence is temporary and tied to the completion of its study.
