This bill proposes significant updates to the Arizona Revised Statutes regarding the Supplemental Nutrition Assistance Program (SNAP). It mandates that the Department of Economic Security (DES) reduce the SNAP payment error rate to no more than three percent by December 30, 2030. Additionally, starting in fiscal year 2027, DES is required to submit quarterly reports to the legislature detailing its progress, strategies, and barriers in achieving this target. If DES fails to meet established targets, it must submit a corrective action plan, pay a portion of any federal liabilities incurred due to excess error rates, and implement the corrective plan under the oversight of the Auditor General, with potential funding reductions for non-compliance.

Furthermore, the bill requires the Auditor General to complete a special audit by November 15, 2027, to identify factors contributing to the payment error rate and provide recommendations for improvement. DES must implement these recommendations within 12 months unless waived by the Joint Legislative Budget Committee. The legislation also allows for additional funding for program improvements if DES meets its targets ahead of schedule and includes a provision for the repeal of these requirements after December 31, 2032. The act is designated as the "Oh SNAP Act."
