This bill proposes to amend Arizona Revised Statutes by adding a new section, 15-154.03, which establishes specific school safety requirements for communication systems between schools and local law enforcement. Under the new law, each school district and charter school must implement technology that allows for real-time notifications to law enforcement during emergencies, secure transmission of campus maps and floor plans, and ongoing communication with law enforcement during incidents. Additionally, schools using an existing secure multimedia data communications system that meets these requirements will not need to create a new system.

Furthermore, the bill mandates that by July 1, 2027, and annually thereafter, school districts and charter schools must submit affidavits to the department confirming compliance with the new communication capabilities, including maintaining the systems, transmitting maps, and testing communication mechanisms. The department is tasked with developing guidelines to assist schools and compiling the submitted affidavits into an annual report on statewide interoperability readiness, which will be provided to key state officials.
