This bill proposes several updates to current statutes regarding fingerprint clearance cards and traffic survival school instructors. Specifically, it mandates that, effective January 1, 2027, instructors employed by or under contract with a traffic survival school must provide the Arizona Department of Transportation (ADOT) with a standard fingerprint clearance card. Additionally, it clarifies that agencies without statutory authority cannot require individuals to obtain a fingerprint clearance card as a condition for licensure, certification, registration, or employment.

Furthermore, the bill introduces provisions allowing individuals whose fingerprint clearance card applications are pending to receive temporary work authorization while their applications are processed, provided they meet certain conditions. These conditions include providing documentation of the pending application and certifying that they are not awaiting trial for or have not been convicted of certain criminal offenses. The temporary work authorization will expire if the Department of Public Safety denies the issuance of the fingerprint clearance card, and the department is required to notify the relevant agency of such a denial.
