This bill proposes to amend the current manslaughter statute in Arizona by expanding the definition of manslaughter to include individuals who are at least 18 years old and intentionally provide a "directed communication" that a minor uses to die by suicide, with the knowledge that the minor intends to do so. The current law specifies that a person commits manslaughter by providing advice or encouragement, but the bill adds the term "directed communication" to encompass a broader range of interactions, including verbal, written, or electronic communications.
Additionally, the bill defines "directed communication" to include any communication specifically addressed to or understood to be directed at the minor, as well as online content that identifies or tags the minor. It clarifies that general public commentary or artistic expression not specifically directed at the minor does not fall under this definition. The act will be cited as "Cade's Law: If You See Something Say Something."
