The proposed bill, if enacted, would amend current statutes by appropriating $300,000 annually from the state General Fund for five fiscal years (2027-2031) to the Arizona Department of Veterans' Services (ADVS) for the purpose of distributing grants to emergency shelters that assist homeless veterans. The bill specifies that these shelters must not require pre-scheduled intake appointments, must provide low-barrier, single adult emergency shelter, have at least 100 beds, and specifically aid homeless veterans in Arizona.

Additionally, the bill introduces new reporting requirements for grant recipients and ADVS. Each year, starting June 30, 2026, ADVS must report on expenditures, success metrics, and the military discharge status of veterans served. A final report is required by June 30, 2031, detailing activities funded, outcomes, and recommendations from grant recipients. The appropriation is exempt from lapsing provisions and will be repealed after December 31, 2031.
