The bill introduces a new article (Article 26) specifically addressing computer data centers, defining key terms such as "computer data center," "computer data center equipment," and "renewable energy resource."

Under the new provisions, starting December 31, 2026, computer data centers would be required to use electricity exclusively from renewable energy sources with battery energy storage and would be restricted in their water usage for cooling systems. The Corporation Commission would be tasked with enforcing these regulations, including the authority to inspect data centers and adopt necessary rules. The act would take effect immediately upon the governor's signature, contingent on a two-thirds legislative approval.
