This bill proposes to amend Title 28, Chapter 14, Article 2 of the Arizona Revised Statutes by adding a new section, 28-5233, which establishes requirements for motor carriers regarding English proficiency. Under the new law, motor carriers must demonstrate their ability to understand and respond to verbal questions and comprehend highway traffic signs, including electronic dynamic message signs. If a motor carrier fails to meet these proficiency standards during an inspection, a specialty officer or authorized law enforcement officer is empowered to issue an out-of-service order.
Additionally, the bill mandates that all roadside inspections be conducted exclusively in English, prohibiting the use of any communication aids such as interpreters or smartphone applications. However, if a motor carrier is deemed proficient in English, the inspection may proceed using alternative communication methods that facilitate the process. The bill also clarifies that the term "out-of-service order" will retain the definition provided in section 28-5241.
