The proposed bill would update the current statutes governing the Controlled Substances Prescription Monitoring Program (CSPMP) by transforming the existing task force into a Compliance Workgroup focused on identifying noncompliance with CSPMP usage requirements. It would remove certain members from this workgroup, specifically representatives from state and federal agencies, health information organizations, and criminal prosecutors. Additionally, the bill mandates that the Board establish procedures to ensure the privacy and confidentiality of dispensing data and allows for the provision of CSPMP data for statistical and educational purposes after personal identifying information is removed.

Further changes include new requirements for medical practitioners to obtain a patient utilization report from the CSPMP before prescribing certain controlled substances, as well as notifying practitioners of mandatory CSPMP use and adding pharmacies to the reporting requirements. The bill specifies that dispensers must report the date a prescription was filled and sold, mandates the use of the latest Arizona Data Submission Guide, and eliminates outdated reporting options. It also removes the Board's ability to issue replacement registrations for CSPMP and requires the maintenance of search warrants for two years during open investigations, thereby modernizing the regulatory framework and enhancing oversight and accountability.
