Additionally, operators will be prohibited from incentivizing minors with rewards to increase engagement and must implement measures to prevent the AI from producing sexual content or misleading users into believing they are conversing with a human.

Furthermore, the bill mandates that operators provide tools for minors and their guardians to manage privacy settings, adopt protocols for responding to suicidal ideation, and refrain from programming the AI to suggest it offers professional mental health care. Violations of these provisions will result in civil penalties, with the Attorney General authorized to seek enforcement. The chapter will take effect on September 30, 2027, and clarifies that developers of AI models are not liable for violations committed by third-party AI services.
