The proposed bill would amend current statutes regarding the Arizona Board of Psychologist Examiners and the Committee of Behavior Analysts. Under the new law, the Board would be restructured from ten to eight members, reducing the number of licensed professionals from seven to five, and removing the requirement for two members to be behavior analysts. The Board would also be required to delegate its authority for licensing and regulating behavior analysts to the Committee, which would still consist of licensed behavior analysts in professional practice. Additionally, the Board would need to adopt substantive policy statements for each specific authority it delegates to the Committee.
Current requirements for the Board to receive and consider recommendations from the Committee regarding regulatory changes would be eliminated. Instead, the Committee would be allowed to recommend regulatory changes to the Board, provided they obtain public input from behavior analyst licensees before making final recommendations. The bill is set to take effect on January 1, 2027.
