This bill seeks to update current Arizona statutes by expanding the definitions of discrimination in employment and housing to include sexual orientation, gender identity, and gender expression. It modifies existing language to ensure that unlawful employment practices and housing discrimination cannot occur based on these additional categories, alongside the already protected characteristics of race, color, religion, sex, age, disability, familial status, and national origin. Furthermore, the bill clarifies the definition of “gender identity and gender expression” to encompass an individual's gender-related identity and characteristics, regardless of their designated sex at birth. In addition to these inclusions, the bill mandates that all single-occupancy restroom facilities be designated as gender-neutral restrooms and requires that at least one restroom in each public building be accessible to any person regardless of gender. It also removes outdated provisions and unnecessary phrases, such as “but is not limited to,” while updating the numbering of definitions within the statute. Overall, these changes aim to create a more inclusive legal framework that enhances civil rights protections for marginalized groups in both employment and housing contexts.
