The proposed bill would update current statutes governing the education requirements for park managers of recreational vehicle parks and mobile home parks. It would
establish a requirement for park managers to complete at least four hours of educational programs within the first six months of employment and four additional hours every two years thereafter. Additionally, it would
require proof of educational program completion to be posted in a conspicuous place at the park and
allow tenants to file complaints with the Arizona Department of Housing (ADOH) if the park manager cannot provide such proof.
Moreover, the bill would
remove the definition of "compatible" and
clarify that a park manager who has completed the educational requirements for mobile home parks is also considered compliant for recreational vehicle parks. It would also
impose civil penalties for non-compliance, including a $500 fine and additional monthly penalties, while allowing for the exoneration of these penalties if compliance is demonstrated within six months. These changes aim to enhance the regulatory framework for park management, ensuring better compliance with educational standards and improved tenant protections.
